Herat: Italian Carabinieri of RC-W train 341 Afghan policemen

HERAT, Afghanistan (April 29, 2010) – Following an examination yesterday in Herat and Adraskan, in Western Afghanistan, 341 new agents of the Afghan National Police have passed their final examinations.
The examiners were the Italian Carabinieri from special units of ISAF Regional Command West deployed in Afghanistan to train local forces under the Police Operational Mentoring and Liaison Teams (POMLT) and Police Speciality Training Team (PSTT).
Of the 341 new officers, 13 are members – including one female officer – of the police regional command of Herat who completed a course in computer science. At the national school in Adraskan, 328 of the new ANP members are agents of the Afghan National Civil Order Police (ANCOP), the specialized force for public order. Recruits enrolled in the program trained for 16 weeks. An ISAF commission validated the standards and effectiveness of the training provided by the Carabinieri at regional level.
The members of the Carabinieri who are a part of the PSTT and operate at Adraskan have developed the training cycle in three stages:
1. In the first, recruits receive concepts of law and professional ethics. In addition, recruits learn to use weapons and receive training on improvised explosive devices.
2. The second involves shooting, self-defence, topography, driving school and combat training.
3. The course ends with an advanced stage. This includes a training on techniques of raiding, arrest and movement in urban environment.
The threats the Afghan police faces require operational standards comparable to those of military members. From this point of view, the Carabinieri – with its characteristic military police approach – provide a capable training platform.
The Carabinieri trainers combine the know-how of a judicial police force with technical capabilities and tactics of a typical military unit. In Afghanistan the Carabinieri operate also with the insignia of the Eurogendfor, or European Gendarmerie Force. This is the body formed by the military police units of Italy, France, Spain, Portugal, the Netherlands and Romania.
The members of the Carabinieri training teams do not simply visit to train Afghan police forces but are collocated with their Afghan colleagues to share the lives of the garrison members and their field activities.
In the future, the PSTT Carabinieri members will implement the “3T” program which focuses on a train-the-trainer initiative that will train the future instructors of the ANP force. The Carabinieri have recently formed at the Center of Adraskan a department for planning and self-management for future courses at the school.
