Governance, a priority for Herat PRT

HERAT, Afghanistan (Apr. 27) – The Italian Provincial Reconstruction Team in Herat is working to support governance throughout the region. Among its priorities is helping local agencies develop practices for good
   governance. The PRT commander meets regularly with local administrators and has been invited to participate in the Herat Provincial Development Committee. The PDC is the body which helps decide policies for the province and includes representatives from Kabul’s main line-ministries. The PDC is also attended by those international organizations that support development and good governance.


Recently, the PDC met to review the results achieved during the first quarter of 2010 and work on the Master Plan for 2011. The Master Plan is the annual plan the PDC is responsible for developing. The PDC members decide which jobs are identified for development according to a scale of priorities. From June, they will study how best to implement those projects throughout 2011.
The Herat Governor, Yusuf Nuristani, opened the most recent PDC meeting. He discussed anticipated interventions in sectors of the economy, health and justice from major government departments.
“The support provided by the PRT to the decision-making process and to the implementation of decisions taken by the Government of Herat, through constant action of counseling and the realization of projects is very important," Nuristani told Col. Emmanuele Aresu, the Italian PRT commander.
During the meeting, the governor and members of the PDC reviewed progress of current projects. They highlighted the advantages provided by more than 600 projects implemented in the field of basic infrastructure, fifty of which were developed and completed by the Italian PRT under Master Plan 2010.
The PRT - with the joint action of its two military and civilian components - in addition to engage in direct realization of projects in support of economic and social development, is active in the area of governance. In this perspective, members of the PRT - in coordination with other organizations - advise local administrators from all levels.
